If the hitch pin is 5/8″ but the shackle bolt is 3/4″ isn’t the hitch pin the weak link? What constitutes a quality hitch pin? All of them that I see don’t have any markings or load ratings on them. What hitch pin would you recommend?

The 5/8″ hitch pin is in double sheer, even common high carbon steel hitch pins are plenty strong. It’s the reason why even higher rated Class V receivers are also equipped with 5/8″ pin holes.
